Puerto Galera, Philippines
Across an expanse of rough water from Anilao, Puerto Galera is a bit more of a resort town. The beach is lined with dive resorts, and the boats nudge each other at their moorings in the shallow bay. Diving was more social than Anilao, but tempered by the range of levels of experience in my dive group.
The Philippines divemasters at the Atlantis seemed hesitant to coach their clients; I saw one (very sweet) guy on my boat actually push off from a coral mount with his hand. When I asked the divemaster to intervene, he gave a general group briefing, but didn't take the specific guy aside as I've seen others do in the past.
Overall a nice spot, but the overt presence of the sex trade (obvious even around the margins of the very family-oriented place I stayed) was discomfiting.
